“At the head of the state stands the president of the republic...”. The vision of power – community relations in piłsudski’s adherents political thought after 1939

Abstract

RESEARCH OBJECTIVE: The aim of this article is to present a fragment of Piłsudski’s adherents political thought in the area of leadership over the political community in a situation in which the formation was in practice deprived of the possibility to implement the postulated solutions.

THE RESEARCH PROBLEM AND METHODS: The author intends to confirm or challenge the hypothesis that the loss of power had little (or no) effect on the verification of the position taken before 1939. To this end, he intends to use elements of the descriptive method and the institutional-legal method with elements of systemic analysis.

THE PROCESS OF ARGUMENTATION: After presenting the conditions that determined the positioning of the President as a key position of the political system before 1939, the author’s argument will focus on the analysis of testimonies and traces mapping the evolution of the tasks of the Head of State in the face of changed political conditions.

RESEARCH RESULTS: Three important problems will be analysed: 1. the idea of the role of the President in the state as the leader of the highest form of organisation of the political community; 2. the attitude towards the attempts to limit presidential prerogatives after 1939; 3. the revision of the location of the President of the Republic in the conditions of a refugee state.

CONCLUSIONS, INNOVATIONS, AND RECOMENDATIONS: The analysis carried out confirms the thesis of the durability of the solutions developed during the period of independence, as well as their universality and usefulness.
