Stany Zjednoczone versus Chiny: rywalizacja o prymat w globalnej działalności badawczo-rozwojowej

Abstract

CEL NAUKOWY: Celem artykułu jest ustalenie, czy Chiny mają szansę przejąć od Stanów Zjednoczonych przywództwo w globalnej działalności badawczo‑rozwojowej.

PROBLEM I METODY BADAWCZE: Podstawowym problemem publikacji jest analiza porównawcza potencjału badawczo‑rozwojowego USA i Chin. W artykule wykorzystano dwa główne narzędzia badawcze, jakimi są tradycyjne studia literaturowe oraz dynamiczna analiza porównawcza.

PROCES WYWODU: Wywód składa się z trzech zasadniczych części. Pierwsza dotyczy nakreślenia trendów w globalnej działalności badawczo‑rozwojowej. Główna część artykułu bazuje na analizie porównawczej wskaźników B+R dla USA i Chin, którą w trzeciej części uzupełniono syntetyczną identyfikacją przewag w B+R badanych gospodarek.

WYNIKI ANALIZY NAUKOWEJ: Współczesna działalność badawczo‑rozwojowa zdominowana jest przez USA i Chiny. Dystans dzielący oba kraje cały czas się zmniejsza z uwagi na dynamiczny rozwój działalności B+R w Chinach, przy objawach stagnacji w tej materii w USA. O ile niezagrożona jest pozycja USA w tworzeniu wiedzy, o tyle w kwestii jej komercjalizacji zidentyfikować można przewagę Chin. Ponadto na korzyść Chin wskazuje także silniejsze osadzenie B+R w sektorze przedsiębiorstw.

WNIOSKI, INNOWACJE, REKOMENDACJE: Kształtujący się nowy układ w globalnej działalności B+R może doprowadzić do mobilizacji dotychczasowego lidera, co spowoduje przyspieszenie globalnego postępu technologicznego.
