Institutional order and the effectiveness of climate policy in light of Laudato Si’

RESEARCH OBJECTIVE: The aim of the article is to demonstrate the significance of institutional harmonization, extended to include the dimension of media communication, for the effectiveness of climate policies and the processes of green transformation from the perspective of integral ecology developed in Laudato si’.
THE RESEARCH PROBLEM AND METHODS: The research problem concerns the impact of the relationship between formal institutions, informal institutions, and the media on the effectiveness of implementing climate policies. The analysis is conducted within the framework of New Institutional Economics, using a critical literature review and conceptual tools, supplemented by selected theories of communication.
THE PROCESS OF ARGUMENTATION: The article develops the concept of institutional harmonization as a state of coherence between formal and informal institutions, extending it to include the system of media communication as a mechanism for transmitting norms and values. It then constructs a model explaining how such harmonization contributes to reducing transaction costs, limiting regulatory uncertainty, and increasing social acceptance of climate policies, while situating the discussion within the context of integral ecology.
RESEARCH RESULTS: The analysis shows that a high level of institutional harmonization contributes to increasing the effectiveness of climate policies, while coherent and responsible media communication strengthens the internalization of ecological norms and the social legitimization of regulation.
CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The effectiveness of the green transition depends not only on the quality of regulations, but also on the way they are communicated and socially received. Integrating the institutional approach with communication analysis constitutes a significant theoretical contribution, highlighting the need to develop coherent ecological communication and media education as prerequisites for realizing the tenets of integral ecology.
