Alternative voting methods and their impact on election results on the example of Częstochowa and communes of the Częstochowa district

Abstract

RESEARCH OBJECTIVE: The aim of article is to analyze the use of alternative voting methods as an electoral tool in the context of shaping election results. Currently, there are a number of discussions taking place regarding voting from the point of view of the possibility of influencing a change in the outcome of the decision.

THE RESEARCH PROBLEM AND METHODS: The main research problem is to demonstrate that alternative voting methods established in the national electoral law system are not used as a tool to change the outcome of general elections. This study will use the following research methods: dogmatic, historical-doctrinal, comparative law and deductive.

THE PROCESS OF ARGUMENTATION: This article will describe the essence and importance of alternative voting methods. The analysis in question will be based on a statistical approach to the use of the discussed voting methods against the background of the legal regulations adopted in electoral law. 

RESEARCH RESULTS: As a result of the analysis, it was proven that the use of alternative voting methods by voters in Częstochowa and the communes of the Częstochowa poviat does not affect the final election results. However, there is an increased interest in using these methods in the second rounds of elections, especially in small municipalities, which may be considered an electoral tool in the voting process. After examining this issue, it can be concluded that the use of alternative methods in voting is small and therefore does not affect the election result.

CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Under the current legal framework, despite extensive discussion on alternative voting methods in Poland, it is difficult to find grounds for changing the legal solution in question. The use of these forms of voting results in a slight increase in voter turnout, which does not provide sufficient opportunities to manipulate election results.
