Media issues in the activities of the Sejm in 2015-2022

Abstract

RESEARCH OBJECTIVE: Presentation of activities influencing the status of the media in Poland, undertaken at the forum of the Sejm in 2015-2022.

THE RESEARCH PROBLEM AND METHODS: Problem: In what direction is the media policy of the ruling party in Poland heading in 2015-2022 and to what extent is it consistent with the principles of the democratic system and PiS program assumptions? Methods: The basic research method is the analysis of documents (transcripts of parliamentary sessions), and in order to answer the main research problem, a comparative analysis of normative (program) assumptions and the model of media policy actually implemented in the Sejm.

THE PROCESS OF ARGUMENTATION: The following issues, which are important elements of PiS’s media policy, were discussed: the reform of the public media and the establishment of the National Media Council, a dispute over financing public media, an attempt to amend the Broadcasting Act aimed at eliminating TVN from the Polish media market.

RESEARCH RESULTS: Actions taken by PiS in the parliamentary forum differed from the program assumptions of this party and in practice they were aimed at subordinating public media to the interests of the party or at neutralizing the actions of other media, those that did not favor the ruling party.

CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Further actions concerning the media taken in the Sejm forum should be carefully monitored.
