RESEARCH OBJECTIVE: To assess the implementation process of the European Union’s New European Bauhaus (NEB) initiative in order to determine whether it remains merely a theoretical concept or has evolved into an emerging public policy, and to analyse the degree to which the NEB has been operationalised within Poland’s Cohesion Policy.
THE RESEARCH PROBLEM AND METHODS: The research problem concerns the transition of the NEB from the conceptual stage to the phase of practical implementation instruments. The study employs a literature review of public policy theory, together with a qualitative analysis of EU strategic documents, regional programmes (Śląskie and Małopolskie Voivodeships), and the results of the NEB Prizes competitions.
THE PROCESS OF ARGUMENTATION: The author situates the NEB within the broader context of the challenges currently facing Europe and relates it to the theoretical framework of multilevel governance. The paper then examines the evolution of the NEB from an initial concept towards its progressively advancing operationalisation.
RESEARCH RESULTS: The findings demonstrate that the NEB is evolving from an idea into a genuine public policy, notably through dedicated financial instruments such as the NEB Facility. The regional analysis highlights the broad range of initiatives undertaken by the Śląskie Voivodeship, which promotes the NEB through conferences, training activities, and practical guidance materials. Project evaluation criteria referring to the NEB also play an important educational role within regional programmes.
CONCLUSIONS AND RECOMMENDATIONS: The NEB has the potential to make a significant contribution to strengthening social resilience and improving spatial governance in Poland. The paper recommends: developing accessible promotional materials on the NEB (guidelines and checklists), organising regional NEB competitions, implementing pipeline projects, and providing stronger expert support for beneficiaries in order to prevent the bureaucratic formalisation of the NEB concept.
