Accessibility of information in the process of public authority accountability: results of political science and linguistic research

Abstract

RESEARCH OBJECTIVE: This article aims to evaluate the accessibility of annual reports on the state of municipality, which form part of the accountability process for executive bodies, i.e. mayors.

PROBLEM AND RESEARCH METHODS: The research problem concerns the accessibility of reports on the state of the municipality, and the factors that either aid or hinder their comprehension. Ultimately, this impacts the transparency and accountability of public authorities. To investigate this problem, the study utilized a mixed-methods approach, based on multiple case studies, a comparative method, and content analysis employing a readability index calculation tool (FOG).

REASONING PROCESS: The theoretical basis of the study was presented, referring to the concepts of accountability and plain language. The procedure introduced into the Polish legal system for reports on the state of local government, debates on these reports, and votes of confidence for the executive body was characterised. This process aligns with the theoretical principles of accountability. Seventy reports were assessed by measuring their availability on municipal websites and the accessibility of their content.

RESULTS OF SCIENTIFIC ANALYSIS: The reports are readily accessible, but they are not easy for the general public to understand. They lack metadata and are written in difficult language. These factors restrict the ability to use the reports effectively in holding local authorities accountable.

CONCLUSIONS, INNOVATIONS, RECOMMENDATIONS: Reports on the state of the municipality should contain comprehensive metadata, i.e., lists of tables, charts, and appendices, along with a summary of the key information. The report must adhere to the recommendations of the ISO plain language standard.
