Policy design in Poland in light of the concept of the path of dependency

Abstract

RESEARCH OBJECTIVE: The aim of the article is to analyse the dominant features of the policy design, which the state/governments in Poland undertakes when solving collective problems of society.

THE RESEARCH PROBLEM AND METHODS: The key issue is the role of path dependence in the formation of the dominant policy design. The method involves analysing the leading cultural trends in Poland that were formed in the past.

THE PROCESS OF ARGUMENTATION: The research begins with the characterisation of the concept of the path of dependence (path dependency) and its impact on the basic processes affecting the policy design. It is emphasised here that the patterns of state activities formed in the past affect actions in subsequent periods.

RESEARCH RESULTS: This analysis indicates that we can recognize the importance of the dependency path phenomenon in shaping the policy design. The path has been shaped in a significant way by cultural trends that have significant anti-rational elements. As a result, state authorities, when programming public activities, often place insufficient emphasis on the use of objectified analyses of public problems.

CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Culture as a set of exogenous factors has a significant impact on internal processes in state policy understood as solving collective problems. It shapes the behaviour of public intervention actors, their attitude to the role of objectified analysis/knowledge, the role of institutions, programming style and implementation of interventions. It is recommended to strengthen those structures in the country that serve to generate expert knowledge helpful for the implementation of public interventions.
