RESEARCH OBJECTIVE: This article examines family policy, as an element of social policy, in the context of social justice. The first objective is to justify the importance of social justice in the context of social and family policy, and the second objective is to show the usefulness of using the category of human capital as the final effect of social policy, which consists of family policy and social policy.
THE RESEARCH PROBLEM AND METHODS: In the discussion on the use of family policy tools, the article proposes to analyze social policy through category of social justice. The concept of human capital is involved, helping to specify the goal of social policy. Article discusses and uses above philosophical and economic categories, along with concepts of tragedy of the commons and free rider problem. The analysis used literature from the areas of social policy, philosophy, and economic sciences.
THE PROCESS OF ARGUMENTATION: Paying attention to social justice is important as programs and tools within family policy introduced in Poland over last few years give rise to discussions as to their effectiveness and justification. At the same time, the main axis of opposing assessments are their costs and effects. At the same time, there lack arguments referring to the long-term perspective, e.g. for the pension system. Therefore, article presents a proposal to present family policy in the context of its importance for development of human capital, which, according to modern economics, is an essential resource for economic development and growth.
RESEARCH RESULTS: As a result, it turns out that (1) the category of social justice is necessary for assessing the legitimacy and effectiveness of family (and social) policy, and (2) the category of human capital specifies its purpose.
CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: Proposed perspective of human capital as a goal of social policy deserves further analysis. Categories helpful in analyzing the fairness and accuracy of the implemented solutions are the concepts of tragedy of the commons and free rider problem. Changes in organizational culture that influence socio-economic activities and decisions should also be examined.
