Abstract

RESEARCH OBJECTIVE: The main purpose of this article is to analyze the solutions proposed in two drafts of the Act on the activities of state authorities, regarding the organization of command of the Polish Armed Forces at the strategic and operational command levels.

THE RESEARCH PROBLEM AND METHODS: The research problem is to determine what the researched projects actually contains in the substantive sense in relation to the command organization? The basic research methods (theoretical) were analysis, synthesis, inference and generalization.

THE PROCESS OF ARGUMENTATION: The considerations show the role of the projects submitted by the President of the Republic of Poland for the command organization in the Polish Armed Forces. The following sections analyze the initial state of the C2 organization of the polish military as well as details of the changes proposed.

RESEARCH RESULTS: The article indicates that, the changes proposed in the draft laws are an attempt to sort out the current confusion in the field of strategic, operational and tactical levels of command, which should be assessed unequivocally positively. The same proposals include also a misunderstanding of the essence of command at the operational level and its connections with the types of armed forces and the command organization itself.

CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: We should not forget to organize the political superstructure of the military command system, in particular the identification of a response to two basic questions: Who should direct the defense of the country in the event of war? Who should be the Supreme Commander of the Polish Armed Forces during the war?
