RESEARCH OBJECTIVE: The scientific aim is to analyze the role of the Catholic Church in the context of implementing the National Plan to Combat Crimes against Sexual Freedom and Morality Harmful to Minors for the years 2023–2026. It should be determine whether the Catholic Church can cooperate in this field.
THE RESEARCH PROBLEM AND METHODS: The research problem is the lack of explicit identification of the Catholic Church as beeing authorized to cooperate in the National Plan 2023–2026. There is a need to establish whether, despite its absence, it is entitled to activity in this area. The research methods used:dogmatic-legal, case study and document analysis.
THE PROCESS OF ARGUMENTATION: To answer the research problem, it was necessary to determine the source of the Catholic Church’s duty to cooperate with the state for the welfare of minors. Reference was made to the basic tasks of the state and the mission of the Church. The applicable obligations arising from the National Plan 2023–2026 were subsequently verified. The place and role of the Catholic Church in this area was analysed. Catholic Church independent activity in the preventive area were indicated. The conclusion presents the findings made in the context of the obligation of the Catholic Church to implement the National Plan.
RESEARCH RESULTS: The Catholic Church as a cooperating entity with public authorities in implementing the tasks arising from the National Plan 2023–2026, it is entitled to act for the welfare of children also in this area.
CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: Future regulations should include the direct articulation of the possibility of cooperation between public authorities and religious entities. The lack of direct indication in the National Plan 2023–2026 may lead to interpretive doubts and unjustified limitations on the activities of the Catholic Church in this area.
