Polityka decentralizacji bezpieczeństwa. Wyzwanie czy konieczność

Abstract

RESEARCH OBJECTIVE: The article examines the role of decentralization in state security. It presents a security management model, identifies its advantages and disadvantages, and proposes necessary improvements. The study also aims to foster further academic discussion.

THE RESEARCH PROBLEM AND METHODS: The current security management system divides responsibilities between central and local administrations, creating a hierarchical structure that resembles deconcentration rather than full decentralization. The study applies the dogmatic-legal and observational methods.

THE PROCESS OF ARGUMENTATION: Theoretical and legal concepts of security and decentralization are analyzed. The study outlines the structure of security management, assigning competencies to different levels of administration. It identifies strengths and weaknesses of the current model, which serve as a basis for political and legislative recommendations.

RESEARCH RESULTS: The findings indicate that decentralization in security management is feasible but requires a clear division of responsibilities and effective coordination mechanisms. The ultimate goal is to develop an integrated security management system capable of addressing modern challenges while upholding the principles of a democratic state.

CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: Decentralization plays a key role in shaping state security, offering flexibility in responding to local threats but also posing coordination challenges. A balanced approach between decentralization and deconcentration, with central oversight, appears to be the optimal solution.
