Grand Strategy, Democracy and the Future of Poland

Abstract

RESEARCH OBJECTIVE: The primary scientific goal of this article is to assess the compliance of the concept of grand strategy with the fundamental values ​​of democratic societies. The conclusions of the considerations will be related to disputes in the public debate on Poland’s grand strategy. 

THE RESEARCH PROBLEM AND METHODS: The method of this paper is the analysis of the problem rooted in the metaphilosophical and methodological approach implied by Popper's critical rationalism. The comparative method will also be used to compare a piecemeal approach to social reform with the idea of ​​a grand strategy. 

THE PROCESS OF ARGUMENTATION: In the beginning, the characteristic features of democratic societies, according to Karl R. Popper, will be briefly recalled. Next, the considerations will introduce the unclear term “grand strategy”. These considerations will make it possible to compare these two concepts and fulfil the purpose of the work. The conclusions of the considerations will be related to disputes regarding Poland’s grand strategy. 

RESEARCH RESULTS: The grand strategy does not fundamentally contradict a piecemeal approach to social reform and, therefore, the fundamental ideas of an open society, but these categories are different because the grand strategy may be limited to a pragmatic foreign policy plan, while the piecemeal engineering is axiologically grounded because through trial and error seeks social reform aimed at minimizing individual suffering. 

CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The term “grand strategy” is unclear; therefore, its value seems questionable, and it also poses specific threats because it may legitimize utopian social projects. Thus, a piecemeal engineering approach to social reform was proposed.
