Abstract

RESEARCH OBJECTIVE: Identification of conditions and impacts of employment guarantee programs (EGP) in legal, social, and economic perspectives.

THE RESEARCH PROBLEM AND METHODS: The main research question is: How does the Social Economy Act of August 5, 2022, affect the feasibility of implementing Employment Guarantee Programs (EGP), and what social and economic impacts does it generate? This act not only regulates the organization and operational principles of social enterprises in Poland but also affects the effectiveness of certain labor market policy tools. One of the tools most closely related to social economy is the Employment Guarantee Program (EGP). To achieve the objective, a critical review of scientific literature, documents, laws, and legal analysis methods was conducted.

THE PROCESS OF ARGUMENTATION: The first part of the article (“Employment Guarantee – Concepts and Definitions”) presents the concept and goals of the EGP. The second part (“Social Economy in Polish Law”) analyzes the relationship between social economy and Polish law. The third part (“The Employment Guarantee Program in Light of the Act” and “Practice and the Organization of the Social Economy Support System”) shows the relationships in economic practice. The conclusion (“Conclusions”) summarizes the key findings from the analyses conducted.

RESEARCH RESULTS: The Act on Social Economy dated August 5, 2022, introduces an innovative approach to the vocational activation of marginalized individuals in the labor market by providing support for social enterprises. It provides a solid foundation for implementing labor market policy programs, such as the EGP.

CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The act provides a solid foundation for implementing the EGP and supports local development and social reintegration, but its actual effectiveness will depend on a deep understanding and adaptation of regulations to the changing needs of the labor market.
