THE FOURTH POWRR AND THE TRIPARTITE POWERS - AN ATTEMPT AT ENUMERATION

Abstract

REASERCH OBJECTIVE: The main research objective of the article entitled The Fourth Power and the Tripartite Powers – an Attempt at Enumeration was assumed to establish the legitimacy of positioning the fourth power in a linear numerical system.

THE RESEARCH PROBLEM AND METHODS: The analysis shows that the fourth power is the pre-first power, occupying a place before Montesquieu’s tripartite separation of powers.

THE PROCESS OF ARGUMENTATION: First, attention was paid to this designation of the concept of political function – operational qualification, and then the concept of the fourth power was defined, taking into account the explanation of the meaning of the dependent power of tripartism, then the fourth power in a linear numerical system was discussed.

RESEARCH RESULTS: To sum up, given the properties of the fourth power, it cannot be related to the other three powers (legislative, executive and judiciary), nevertheless, in my opinion, taking into account political practice, the fourth power is de facto the first power located on the axis of the linear Montesquieu system of separation of powers.

CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The discussed issue, although debatable, is cognitively important, the conclusions drawn from the conducted argument should be of particular interest to political decision-makers (read: authorities) as well as journalists responsible for the mass media.
