The analysis of migrants' situation during COVID-19 pandemic from a local-level institutional response perspective. The case of Lesser Poland Voivodeship.

Abstract

RESEARCH OBJECTIVE: The scientific objective of the research is to identify which entities in Lesser Poland Voivodeship have undertaken actions to support migrants throughout COVID-19 pandemic.

THE RESEARCH PROBLEM AND METHODS: The main research problem is the analysis of the situation of migrants throughout COVID-19 pandemic and selected Lesser Poland institutions’ reactions to it. The following specific problems are its constituents: identifying entities responsible for shaping local migration policy, their responses to the pandemic, and their actions’ outcomes for migrants in Lesser Poland. The research is based on analysis of publicly available secondary qualitative data, supported by responses of selected institutions to the application for access to public information.

THE PROCESS OF ARGUMENTATION: Firstly, we analyse the actions concerning migrants, undertaken by the Lesser Poland Provincial Office during COVID-19 pandemic. Secondly, we consider responses of Cracow institutions. Then, we scrutinise actions taken by local authorities in the voivodeship, other than Cracow’s municipal authorities. Finally, juxtaposing the research results with general migration policy considerations, leads to a discussion on setbacks and chances for development of local migration policies in Poland.

RESEARCH RESULTS: A review of Lesser Poland institutions that migrants were supposedly contacting the most during the pandemic, and a summary of selected actions of theirs. Moreover, we analysed the answers to applications for access to public information provided by chosen municipal offices and ‘starostwo powiatowe’ offices. We obtained 25 responses to 28 applications – most of the institutions stating not having undertaken any of the actions of our interest.

CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The local migration policy of Lesser Poland is developed by representatives of government administration, local authorities, and representatives of civil society. The analysed policy is inclusive and multi-level, yet such a model does not secure policy’s coherence and longitudinal stability and subordinates its regional effectiveness to the initiative of local actors.
