Kierunki ewolucji polityki Unii Europejskiej na rzecz małych i średnich przedsiębiorstw oraz przedsiębiorczości

Abstract
Celem artykułu jest prezentacja, jak również analiza najważniejszych kierunków działalności Unii Europejskiej na rzecz przedsiębiorczości, zwłaszcza małych i średnich przedsiębiorstw (MŚP). Omówiono rys historyczny kształtowania się polityki wspólnotowej na korzyść MŚP. Analizując znaczenie i rolę sektora MŚP w każdej gospodarce, jak i wspólnotowej polityki na rzecz przedsiębiorczości, rzemiosła, a także mikroprzedsiębiorstw, małych i średnich przedsiębiorstw w okresie kilkudziesięciu lat, dostrzec można ewolucję polityki, a podejście do problemów rozwoju gospodarczego zostało w tym czasie zmienione. Politycy przestali koncentrować się na dużych i średnich przedsiębiorstw (DP) oraz na wielkich projektach, bowiem decydenci gospodarczy odkryli znaczenie MŚP dla zapewnienia długoterminowej dynamiki gospodarczej. Obecnie w polityce wspólnotowej szczególną uwagę kładzie się na innowacyjność przedsiębiorstw, w przeciwieństwie do poczatkowego okresu, kiedy wspólnotowa polityka na rzecz MŚP były skierowane głównie dla sektora rzemieślniczego.
The aim of the article is the presentation as well as the analysis of the most important directions of the European Union activities in favour of entrepreneurship, especially small and medium-sized enterprises (SMEs). The historical outline of SMEs’ community policy shaping was introduced. Analysing the importance and the role of SME sector in each economy as well as the community policy in favour of entrepreneurship, the craft as well as microenterprises, small and medium-sized enterprises over the period of several decades, the evolution of the policy was noticed and the approach to problems of economic development was changed. Policy makers stopped focusing on large-sized enterprises (LEs) and great projects, economic decision-makers uncovered the importance of SMEs for assurance of long-term economic dynamics. At present special attention are paid to innovativeness of enterprises, while the beginnings of SMEs’ community policy was dedicated mainly for the craft sector
